Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Manage, administer, provide advice, and deliver expert human resources management products/services and serve as the organizational link between a specific program area and various stakeholders.
Advise on and/or resolve a range of operational and/or strategic HR issues which may range from recurring through complex and unprecedented.
Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve products and services and recommend HR solutions.
Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers and foster understanding and acceptance of findings and recommendations.
Provide expert advisory, consultative, and technical services to all levels of line managers and Center counterparts on a broad range of HR issues.
Lead and/or serve on teams as a subject matter specialist/representative in a specific HR program area.
Review, analyze, and evaluate the effectiveness of the Center’s HR programs. Identify improvement needs in the programs and implement adjustment to meet those needs.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level

Providing advisory/consultative services related to human resources products and services.
Applying HR laws, regulations, policies, program principles, concepts, and policies to resolve human resources matters in the areas of awards/recognition or student programs.
Identifying, evaluating and recommending solutions for HR problems and issues.
